Reproductive and Child Health Programme(RCH)

The second phase of RCH program i.e. RCH – II has been commenced from 1st April, 2005. The main objective of the program is to bring about a change in mainly three critical health indicators i.e. reducing total fertility rate, infant mortality rate and maternal mortality rate with a view to realizing the outcomes envisioned in the Millennium Development Goals, the National Population Policy 2000, and the Tenth Plan Document, the National Health Policy 2002 and Vision 2020 India.

Monitorable indicators i.e. MMR, IMR, TFR are an endeavor to improve the goals and objectives of RCH II among the vulnerable population by ensuring accessibility and availability of quality primary health care and family welfare services to them.  However still there is lot of scope for improvement so that indicators are comparable with that of developed nations. The main areas of focus areas adequate coverage of urban slums, strengthening of HMIS, quality of service delivery, linkage and participation of private sector, potential referral system and inter sectoral coordination.  An additional effort shall be made to cover slums and migrating population which requires poor friendly strategies and equitable distribution of health care facilities.  Previously, although IEC activities were conducted in relation to RCH Programme but now the emphasis is laid more on behavior change communication activities in all aspects related to RCH. Referral system from slums and peripheries of Chandigarh are being strengthened to decrease maternal, neonatal, and infant mortality rates.
